The fourth division is TimeLords Academy. Every person that joins the fleet will start out in here. You will remain in TLA until you reach the rank of ensign, at that point you can either choose to apply to TLA or to any other division. TLA is responsible for fleet recruitment and as well as junior officer organization. TLA is also responsible for "tutoring" new members for the game and the fleet.
